ISSUE

Improved capacity of local partners for territory management.

DEFINITION

This measure needs work to define exactly what qualities should be fulfilled for consideration as “installed capacity for territory management”.

RESULTS

Four of twenty-three management units are considered “consolidated”, fifteen are “improved” and four are classified as “none”.
