Abstract
Community-based land-use planning is the process being implemented with interested First Nations in Ontario’s Far North, under the Far North Act, 2010. The goal is to provide certainty for both protection and development in the area of interest for planning. We agree that community-based land-use planning has an important role to play in the Far North. We discuss several concerns about how this approach is unfolding and suggest it needs to be reframed within a broader, regional and strategic process for environmental planning. We are very supportive of the vision and the underlying Anishinaabe principles, including the responsibilities of Marten Falls First Nations (MFFN) to take care of the land. We provide considerations for improving the goals, objectives, and expected outcomes so they are realistic and well defined. We encourage the MNRF to consider how the proposed zoning plan "harmonizes" traditional use with potential new industrial land uses, as well as a critical assessment of cumulative impacts, the legacy effects of mines, and the social and ecological impacts of infrastructure and climate change on land-use planning and decision making.
