Abstract
We are particularly concerned about the effects of proposed mining developments and the associated heavy industrial traffic along the Howard's Pass road on the Nahanni Caribou Herd and grizzly bears within Nahanni National Park Reserve. The draft Terms of Reference (ToR) do not sufficiently acknowledge the potential growth-inducing effects of the road once constructed. Based on scientific information, we suggest incorporating more explicit examination of environmental effects at appropriate geographic and temporal scales in the ToR for the Howard's Pass Access Road. Although we are encouraged by the incorporation of cumulative effects in the ToR, we provide suggestions for strengthening this further. We also provide comments, rationale, and recommendations for the ToR, which, if implemented, would help remedy some of our concerns.
